Fassler Tank Replacement Project

Project Description: The Project proposes to replace the existing 0.5‑million‑gallon welded steel Fassler Tank with a new 1.2‑million‑gallon prestressed concrete water storage tank at the same site. The Project would replace aging infrastructure, increase water supply reliability, and improve emergency and fire water storage capacity in the southern service area of the District. Project components include construction of the new tank and foundation, associated underground piping and appurtenances, stormwater drainage and biotreatment facilities, access driveway paving improvements, temporary and permanent trail modifications adjacent to the Ahni Trail, groundwater monitoring wells, fencing, and landscaping. Construction is anticipated to occur over approximately 326 workdays, beginning in April 2030 and concluding in July 2031
 

Draft Initial Study and Mitigated Negative Declaration: The North Coast County Water District (District) is releasing a Draft Initial Study and Mitigated Negative Declaration (IS/MND) for the Fassler Tank Replacement (Project) for review and comment by public agencies, organizations, and interested persons. Reviewers should focus on the content and accuracy of the Draft IS/MND in discussing potential impacts on the environment. This Notice of Intent to Adopt a Draft Mitigated Negative Declaration is published in compliance with the California Environmental Quality Act (CEQA).

The Draft IS/MND is being circulated for a 30‑day public review period. Written comments are encouraged and should be submitted to the District’s main office at the address listed below no later than 4:30 p.m. on August 11, 2026. Submittal of written comments via email (Microsoft Word format) is also acceptable.
